Using command prompt “run as administrator” and logged in with administrator privileges, I took ownership of mapisvc.inf that’s in the oddly named subfolder of c:/Windows/winsxs (as described in link from Ian- thanks, man), verified that it showed my ID as the owner, then attempted to del mapisvc.inf /f from command line – no dice. “Access denied.” Erase mapisvc.inf /f didn’t work for that file either. Tried rebooting to run from safe mode with command prompt, since that’s the closest thing I can find to trying to get behind Win7 to a DOS prompt, but that didn’t work either. This user has a custom config that took him a few days to install and tweak out, and he’s not the kind that I can just reformat his HDD without him losing his mind and days of productivity. I’m out of ideas here… Anyone else got some insight? OL2003 will not run due to that stubborn mapisvc.inf

...even when I additionally choose "Run as Administrator" when launching Windows Explorer - it tells me I need permission from *my login* when that's the login with which I'm logged in... Yeah. Nice, M$.

OK, this is really insidious. I did take ownership of it (chg prop's) and made sure I'm logged in with the same account as that showing with ownership, and it still won't delete. Doesn't DOS have a force-delete like Linux does?

follow-up to q w/ additional info:
Upgraded from Office 2003 to Office 2007 full Enterprise suite, including Outlook. When rolling back, we want to downgrade *only* Outlook 2007 to Outlook 2003. So, we uninstalled *only* Outlook 2007 and ran the old Office 2003 Pro installer selecting custom settings for Outlook installation only, without any of the bits and pieces that looked like possible conflicts w/ Office 2007.

Any insight would be greatly appreciated!

Agreeing with Robert Fritsch... but it's not just to force upgrades, but also to force people to go to MS Exchange. OL2007 doesn't support calendaring functions for the same email address accessed from multiple PCs the way that OL2003 did, and every single response is, you can't do that unless you have Exchange -- oh, here if you can't do your own Exchange server then outsource that service. NOT. We have Linux mail servers and Linux and Mac clients, not going to Exchange, forget-about-it. Better just get rid of OL2007 and stick with 2003 rather than be strong-armed into some product marketing that doesn't meet the needs in the first place.

Reverting first user machine ran into this problem (yes, this many years after your solution was published). Something else is amiss, though.

Using Win7 (maybe that's the culprit): Uninstalled OL2007 and rebooted; reinstalled OL2003 but it wouldn't run properly -- spent 15 min researching and found this article. Therefore: Searched and found 3 mapisvc.inf files, deleted them, deleted the Profiles from Control Panel - Mail; rebooted - got it to run properly until sending an email, then OL2003 crashed. Ran OL2003 installer as Repair, downloaded and installed SP3 for O2003; rebooted. Same problem. Searched for mapisvc.inf again, found 2, deleted the one under C:\Program Files\Common Files\System\MSMAPI\1033, but cannot delete the one under C:\Windows\winsxs\wow64_microsoft-windows-fax-mapi_31bf3856ad364e35_6.1.7600.16385_none_b5e9a074c5f969cd. I'm an Administrator, shouldn't be a problem. Error message says it requires permission from "TrustedInstaller" -- what the rock? Never seen that UID before. Ideas?
